Sprinkle the chicken with rosemary and let it age for at least 3 hours.
Fill a pot 1/3 with water, add julienned onion, bring to a boil, then add the aged chicken and boil for about 20 minutes. Remove.
Let the boiled chicken cool slightly, tear into long strips, and lightly toss with salt and ground pepper. Julienne the cucumber and bell pepper (remove seeds), and julienne the carrot to match.
Mince the garlic and mix with red pepper flakes, sugar, vinegar, and lemon juice to make a sauce.
Briefly dip rice paper in hot water and immediately remove.
Place the chicken, bell pepper, cucumber, and carrot on the rice paper and roll up. Lightly dust with starch and pan-fry by rolling in the pan. Serve with the prepared sauce.
